The renewed Security Strategy for Society was adopted at the Government plenary session on 16th of January 2025
On 16th of January 2025, on the presentation of Minister of Defence Antti Häkkänen, the Government adopted as a resolution the Security Strategy for Society prepared by the Security Committee. The revised strategy repeals the version published in 2017. The Security Strategy for Society describes the concept for comprehensive security, in which the vital functions of society are taken care of in collaboration between the authorities, business community, organisations and citizens. The vital functions of society are secured by implementing strategic tasks based on legislation, confirmed by agreements and complemented by voluntary activities.
Comprehensive security forms the foundation of resilience in Finnish society. In addition to dealing with preparedness, the strategy also addresses response. Response describes the ability respond to disruptions and crises. Compatibility with the resilience solutions of the EU and NATO has been ensured in the reform work of the strategy.
The renewed strategy emphasises the role of individuals as key actors in comprehensive security. Citizens have a constitutional right to security but also a responsibility to act within their abilities in a manner that enhances security and the sense of security in communities and society. The functional capacity of individuals and their knowledge, skills and security-strengthening attitude constitute the foundation of comprehensive security.
